2023-2024 Legislative Session
Fighting on behalf of her constituents defined the 2023-2024 legislative session for Tracy Pennycuick. Her dedication to protecting taxpayers, supporting families, and improving Pennsylvania’s economy was at the forefront of her work in Harrisburg.
She was successful in fighting against the Governor’s excessive budget proposals. She worked to cut wasteful spending, ensuring taxpayer dollars were used responsibly, and prevented new taxes from taking money out of hardworking Pennsylvanians’ pockets.
She also fought to cut taxes on businesses and reformed the “small business startup penalty” helping to make Pennsylvania’s economy more competitive and attract new investments that bring family-sustaining jobs to our communities.
In addition, Senator Pennycuick worked to protect Second Amendment rights, expand educational choices for families, and advocate for reforms to the election system to safeguard its integrity and prevent fraud.
Tracy knows that the best way to combat inflation is by limiting government spending and allowing hardworking families to keep more of their hard-earned money. That’s why she has been a strong supporter of lowering income tax rates for middle-class families, reducing energy taxes, and opposing executive orders that drive up energy prices. She also worked to protect vulnerable seniors from rising property taxes by voting to increase the State’s Property Tax and Rent Rebate Program, allowing more seniors to stay in their homes.
Her legislative efforts resulted in numerous bills being passed into law, supporting families, veterans, and Pennsylvania’s overall well-being. Below are some of her most impactful achievements:
Outlawing AI Child Sexual Abuse Material (Act 125 of 2024):
Senator Pennycuick addressed the alarming rise of AI-generated deepfake sexual images targeting children and non-consenting adults. Act 125 closes a critical loophole by making the creation of these images illegal, giving law enforcement the tools they need to prosecute these heinous crimes and keep our children safe.
Protecting Breast Cancer Patients (Act 1 of 2023):
Making life-saving care accessible, Act 1 mandates insurance coverage for breast MRIs, ultrasounds, and BRCA-related genetic testing and counseling for individuals at high risk of breast and ovarian cancers. This law ensures that no one is denied the preventative care they need.
Safeguarding Citizens from Identity Theft (Act 33 of 2024):
With identity theft on the rise, Act 33 provides critical protections for victims of data breaches. Affected citizens are now provided with a free credit report and a year of credit monitoring to help recover and protect their financial well-being.
Supporting Military Families in Schools (Act 82 of 2024):
Recognizing the unique challenges faced by military families, Senator Pennycuick championed Act 82 to make school transitions easier for children of National Guard and Reserve families. This law simplifies enrollment, ensures timely access to classes and activities, and helps students stay on track to graduate.
Reforming Government to Work for You (Act 126 of 2024):
Streamlining government processes is a priority for Senator Pennycuick. Act 126 modernizes Pennsylvania’s Workers’ Compensation system by transitioning benefit payments from paper checks to direct deposit. This reform allows injured workers to receive benefits faster while reducing processing time and mailing costs for businesses.
Ensuring Veterans Receive the Health Care They Deserve (SR 46):
As a veteran herself, Senator Pennycuick understands the importance of ensuring personalized care for veterans. Her Senate Resolution 46 led to a comprehensive study on Women’s Veteran Health Care in Pennsylvania. The resulting report outlines actionable steps to improve healthcare access, options, and outcomes for all veterans.
2025 Priorities
Even with last session’s progress, there is still work to do to make Pennsylvania a better place to live, work, and raise a family.
As we move into the 2025-26 session, Tracy is focused on key priorities that will strengthen our economy, combat the impact of inflation, and harness Pennsylvania’s tech industry to drive innovation and create new opportunities.
Tracy remains a steadfast supporter of the Second Amendment and will continue to lead efforts to restore trust in our electoral process by championing commonsense reforms, including Voter ID.
Montgomery and Berks counties are a great place to live and Tracy is continuing to fight for new funding to preserve our open spaces and farmland.
